Disable Blurred Lockscreen Background for Windows 10 1903 registry

Windows 10 1903 introduces what Microsoft refer to as "acrylic blur" over your background which looks kind of nice when you first see it but kind of defeats the purpose of setting your lockscreen background in the first place. This tweak removes the blur.
